EV Charger Incentives
There may be rebates and incentives for purchasing and installing a Level 2 charging station at your home or business. Refer to the list below and check with your local utility to see which incentives may be available in your area.
Federal
The U.S. Alternative Fuel Vehicle Refueling Property Credit is a 30% tax credit for the cost of a Level 2 Enphase EV Charger and its installation, up to $1,000. To claim the credit, EV drivers must file Form 8911 with the IRS.
If you purchase and install an Enphase electric vehicle (EV) charging solution between January 1, 2023 and December 31, 2032, your business may be eligible to receive a 30% tax credit up to $100,000 under the 30C Alternative Fuel Infrastructure Tax Credit.
Commonly referred to as the “federal tax credit,” the credit now requires applicants to be located in designated census tracts (guidance and maps forthcoming from the IRS) and follow prevailing wage standards.

EV Charger Grant Program
State incentive
The Alabama state legislature has created programs in support of EVs, including the Electric Vehicle Infrastructure Grant Program, which has been designated to administer federal and state funds for EV charging infrastructure and lead Alabama’s electric vehicle infrastructure planning process. Alabama Power TOU Program for EV Charging
Utility/Private incentive
Alabama Power offers discounted Time-of-Use (TOU) rates for commercial and residential customers who drive a plug-in electric vehicle.
The residential TOU rate is available to single residences and individual-family apartments. The discounted EV charging period is from 9 p.m. to 5 a.m. CT. The customer will receive a monthly discount of 1.7155¢ per kWh during the EV charging period.
The commercial TOU rate is available to businesses with EV charging. The EV charging load is separately metered from all other electrical loads. Business customers will pay a base charge of $100 and then be charged for energy used to charge EVs based on different times of the day.
Residential EV charger Credit – Chugach Electric Association (CEA)

Eligible CEA residential customers can receive a $200 bill credit per residential EV charger, up to two EV
chargers per household, for sharing information on plug-in electric vehicles, EV charging stations, and average

Commercial EV charger Rebates – Chugach Electric Association (CEA)

CEA offers rebates to commercial customers for the purchase and installation of Level 2 EV charging
stations. Rebates are available from $500 up to $5,000 per EV charger purchase and from $1,000 up to
$15,000 for EV charging installations per location. Fleet recipients must agree to share observations regarding
the use and economy of an electric vehicle in their fleet with CEA. Workplace recipients must agree to provide
information about the usage of the EV charger with CEA for 36 months after installation. For more information,

Plug-In Electric Vehicle (PEV) Time-of-Use Rate – Alaska Electric Light and Power Company (AEL&P)

Alaska Electric Light and Power Company offers a Time-of-Use (TOU) rate to residential customers who own or

Through the Take Charge AZ pilot program, APS provides free EV charging stations, installation, maintenance, and

SRP offers a rebate of $1,500 per port for commercial, workplace, and multi-family customers who install

The California Electric Vehicle Infrastructure Project (CALeVIP), funded by the California Energy Commission, provides guidance and funding for local governments and organizations to develop and implement EV charger incentive programs that help meet regional needs for Level 2 and DC fast chargers. CALeVIP evaluates proposed EV charger incentive programs and solicits input from stakeholders to guide the development and implementation of the programs. Residential EV Charger Financing Program
State EV Charging Incentive
Property-Assessed Clean Energy (PACE) financing allows property owners to borrow funds to pay for energy improvements, including purchasing and installing EV chargers. The borrower repays over a defined period of time through a special assessment of the property. Local governments in California are authorized to establish PACE programs. Property owners must agree to a contractual assessment on the property tax bill, have a clean property title, and be current on property taxes and mortgages. Financing limits are 15% of the first $700,000 of the property value and 10% of the remaining property value. The California Energy Commission (CEC) administers the Clean Transportation Program to offer financial incentives for businesses, vehicle and technology manufacturers, workforce training partners, fleet owners, consumers, and academic institutions to develop and implement alternative and renewable fuels and advanced transportation technologies. EV Charger Incentive – Sac Metro Air District

The Sac Metro Air District can help fund alternative fueling and charging infrastructure via the Community Air Protection Incentive Program. EV Charger Rebate Multi-Unit Dwelling (MUD) and Workplace – MCE

MCE provides installation support and funding for the installation of approved EV chargers at MUD and workplaces in MCE territory. To qualify, facilities must install at least two charging ports. Eligible expenses include the cost of installation and a portion of the EV charger unit cost, up to $3,000 per port. EV Charging Incentive – Multi-Unit Dwelling (MUD) and Workplace – Pacific Gas & Electric (PG&E)

PG&E's EV Charge Network Program provides installation support and funding for MUDs and workplaces in the PG&E territory to install Enphase EV chargers in parking areas. To qualify, facilities must equip at least 10 adjoining parking spaces with EV charging stations. Eligible expenses include the cost of installation and a portion of the EV charger unit cost, up to $1,500 per port. PG&E offers EV charger rebates for school facilities. Participating schools have the option to own, operate,
and maintain EV charging stations, or have PG&E-owned EV chargers installed. Rebates are available up to

EV Charger Rebate – Silicon Valley Power (SVP) City of Santa Clara

Silicon Valley Power (SVP) in Santa Clara has an EV Charging Station Rebate program that offers eligible customers up to a $1,000 rebate when they install an electric vehicle charging station for home, multi-family housing, schools, and nonprofit facilities. EV Charger Grant Incentive – El Dorado County, Air Quality Management District (AQMD)

AQMD has renewed grant funding for another round of a Request for Proposal (RFP) for EV charger installations to support electric vehicle (EV) use in El Dorado County. Approximately $130,000 is available for “charging station” projects in this round at up to $5,000 per charger (i.e., per individual EV connection). Matching funds must be provided in the form of grantee-provided electricity, the designation of parking spaces, and availability to the public. Eligible applicants in El Dorado County only include retail business operators, owners, and retail commercial property owners, cities, special districts, other political subdivisions and jurisdictions joined together by joint power authorities (JPA)s or memorandum of understanding (MOU)s, and nonprofit organizations. Commercial EV Charging Rebates – Sacramento Municipal Utility District (SMUD)

SMUD residential customers could get up to $1,000 toward EV charging equipment and installation costs with SMUD Charge@Home. Customers may also get rewarded for charging when it’s best for the electricity grid, which allows more renewable energy usage with the Managed EV Charging program.
SMUD also provides rebates to commercial customers for the purchase and installation of Level 2 EV charging stations at their workplace or multi-unit dwelling (MUD). Eligible applicants may receive up to $4,500 per port for a Level 2 EV charger. Electric Vehicle Charger Incentive Program – San Joaquin Air Pollution Control District Charge Up!

The District is currently accepting applications for its Charge Up! Program. This program provides funding for public agencies and businesses in the Valley (Fresno, Kern, and San Joaquin Counties) to install EV chargers for public access (up to $5,000 per unit/$50,000 annually per applicant). EV Charger Rebate – Glendale Water and Power (GWP)

GWP provides rebates to commercial and residential customers toward the purchase of Level 2 EV chargers. Commercial or multi-family customers who purchase and install an EV charger can receive up to $6,000. Residential customers who install a charger can receive up to $599. Applications must be submitted no later than four months from the date of purchase. Rebates are available on a first-come, first-served basis until funds are exhausted. BWP provides rebates to commercial and residential customers toward the purchase of Level 2 EV chargers. Commercial customers who purchase and install an EV charger can receive up to $1,500. Residential customers who install a charger can receive an additional rebate and will be placed on BWP’s time-of-use electric rate. EV Charger Rebate – Azusa Light & Water
Utility/Private EV Charging Incentive
City of Azusa utility company Azusa Light & Water EV customers who install an ENERGY STAR Level 2 (240) EV charger in their residence are eligible for a $150 rebate. A Level 2 EV charging unit will charge an electric vehicle up to six times faster than standard 110-volt household outlets and can add up to 25 miles of range per hour of charging. EV Charger Rebate – Anaheim Public Utilities (APU)

APU provides rebates of up to $400 or $1,000 for both residential and business customers who install Level 2 (240-volt) plug-in electric vehicle (EV) chargers. Under this program, Anaheim will reimburse customers for out-of-pocket expenses per EV charger, and the charging facility may be used for personal or business purposes without being made available to the public. Antelope Valley Air Quality Management District (AVAQMD) offers grants for the installation of public EV chargers, up to 80% of the total costs of infrastructure, equipment, and installation of eligible projects. EV Charger Rebate – South Coast and MSRC
State EV Charging Incentive
The South Coast Air Quality Management District (SCAQMD) and the Mobile Source Air Pollution Reduction Review Committee’s (MSRC) Residential Electric Vehicle (EV) Charging Incentive Pilot Program offers rebates of up to $250 toward the purchase of a qualified residential Level 2 EV charger. Additional rebates of up to $250 are available for low-income residents. Funding is available on a first-come, first-served basis to residents within the SCAQMD jurisdiction. EV Charger Rebate – Los Angeles Department of Water and Power (LADWP)

LADWP provides rebates to commercial and residential customers toward the purchase of Level 2 EV chargers. Commercial customers who purchase and install an EV charger for employee and public use can receive up to $5,000 for each charger, with up to $500 in additional rebate funds per extra charge port. Rebates do not cover the cost of installation. Eligible customers may qualify for up to 40 rebate awards depending on the number of parking spaces at the installation site. EV chargers must be installed within the LADWP service area.

Residential and Commercial EV Charger Rebate Incentive – Pasadena Water and Power (PWP)

Residential:
Residential electric customers are eligible for a $600 rebate when they install a qualifying
Wi-Fi-enabled EV charger or a $200 rebate when they install a standard (non-Wi-Fi) EV

Commercial:
PWP also provides rebates of $3,000 per port for commercial, workplace, multi-unit dwelling (MUD), and fleet
customers for the installation of networked Level 2 EV chargers, or rebates of $1,500 per port for non-networked
Level 2 EV chargers. PWP also provides rebates of $6,000 for the installation of direct-current (DC) fast EV

EV Charger Incentive – Multi-Unit Dwelling (MUD) and Workplace – San Diego Gas & Electric (SDG&E)
Utility/Private EV Charging Incentive
SDG&E's Power Your Drive program provides EV charger equipment, installation, and maintenance support for
MUDs and workplaces in the SDG&E territory. Site hosts must make a one-time participation payment and be
able to dedicate at least five parking spaces at residential locations or at least ten parking spaces at
workplaces for EV charging stations. Additional terms and conditions apply.
SDG&E's Power Your Drive for Fleets program offers incentives for EV charging infrastructure for commercial customers. Customers may apply for a no-cost installation by SDG&E, with SDG&E owning the infrastructure up to the charging station, or customers may apply for a rebate of up to 80% the cost of installing the infrastructure from the meter to the charging station. Plug-In Electric Vehicle (PEV) and EV Charger Grants
State EV Charging Incentive
The Colorado Energy Office (CEO) provides grants through the Charge Ahead Colorado program to support EV and EV charging station adoption by individual drivers and fleets. Grants can cover up to 80% of the cost of an EV charging station, up to $6,000 for a fleet-only Level 2 station, and $9,000 for a dual-port Level 2 charging station.
Eligible EV charging station applicants are local governments, including school districts; state/federal agencies; public universities; public transit agencies; private nonprofit or for-profit corporations; landlords of multi-family apartment buildings; and owners associations of common interest communities.

EV Charger Rebate – San Isabel Electric Association (SIEA)

EV Charger Rebate – Gunnison County Electric Association (GCEA)

GCEA offers eligible residential customers an EVSE rebate for 50% of the cost to purchase and install a Level 2 EV charging station, up to $1,250. To qualify, applicants must sign up for a time-of-use (TOU) rate. For details, visit the GCEA EV Charging Station Rebate website.
Plug-In EV Charger Rebate: Norwich Public Utilities (NPU)
NPU offers eligible customers up to a $4,000 rebate for the purchase and installation of qualified EV chargers.

Vehicle-to-Grid Energy Credit
State EV Charging Incentive
Retail electricity customers with at least one grid-integrated electric vehicle (EV) may qualify to receive kilowatt-hour credits for energy discharged to the grid from the EV’s battery at the same rate that the customer pays to charge the battery. A grid-integrated EV is defined as a battery-powered motor vehicle that has the ability for two-way power flow between the vehicle and the electric grid as well as communications hardware and software that allow for external control of battery charging and discharging. (Reference Delaware Code Title 26, Chapter 10, Section 1001 and 1014g).

Businesses and individuals are eligible for a tax credit for 50% of the equipment and labor costs for the purchase and installation of alternative fuel infrastructure on qualified AFV fueling property. Businesses are eligible for a rebate of 25% of the cost of an EV charger purchase and installation, up to $2,000, and nonprofits or government organizations are eligible for a rebate of 50% of the cost of an EV charger purchase and installation, up to $4,000. Qualified EV chargers must be level 2 or DC fast-charging stations, publicly available for at least 8 hours a day, and located in targeted locations that do not currently have EV chargers. The Maryland Energy Administration (MEA) is working with Marylanders to expand the state’s growing electric vehicle recharging infrastructure through the Electric Vehicle Supply Equipment Rebate Program 2.0, established by legislation under the Clean Cars Act of 2017. Residents, governments, and businesses can acquire a state rebate for purchasing or installing an EV charger. In order to receive these rebates, eligible participants must apply with MEA, which will issue rebates on a first-come, first-served basis.
The EV Charger Rebate Program 2.0 provides funding assistance for costs incurred acquiring or installing qualified electric vehicle supply equipment. Applications must be received by MEA within 6 months of the date that the equipment or installation expenses were incurred. Rebates are calculated and capped at the following amounts:

New York State has launched a $5 million electric vehicle charging station rebate program designed to promote installations at private and public venues. Officials stated office buildings, multi-family apartment buildings, theaters, malls, parks, and retail locations are among the locales targeted for the stations.
Managed by the New York State Energy Research and Development Authority (NYSERDA), the new Charge Ready NY initiative provides a $4,000 rebate per charging port for employers, building owners, municipalities, and nonprofit organizations to install Level 2 charging stations. Level 2 stations provide up to 25 miles of electric range to cars for each hour they are charging.

Zero-Emission Vehicle (ZEV) and Fueling Structure Rebates for Municipalities

The New York State Department of Environmental Conservation’s (DEC) Municipal ZEV Rebate Program offers rebates to cities, towns, villages, counties, and New York City boroughs for the purchase or lease of eligible ZEVs and the installation of eligible ZEV fueling infrastructure. To qualify, ZEVs must be purchased or leased on or after May 1, 2018, at a dealership within the state, and leases must be at least 36 months in length. ZEV fueling infrastructure must be installed primarily for public use.
Maximum rebate amounts: ZEV purchase or lease: $5,000 per vehicle (50 miles or greater electric range), $2,500 per vehicle (10- to 50-mile electric range); electric vehicle supply equipment (EVSE): $250,000 per facility; hydrogen fueling infrastructure: $250,000 per facility. A single municipality may receive up to 50% of the total available funds towards ZEVs and EVSE, and up to 75% of the total available funds for hydrogen fueling infrastructure. For tax years beginning before December 31, 2028, a tax credit is available of up to 45% of the cost of installing commercial alternative fueling infrastructure. Eligible alternative fuels include natural gas, propane, and electricity. The infrastructure must be new and must not have been previously installed or used to fuel alternative fuel vehicles. The Oklahoma Department of Environmental Quality (DEQ) is accepting applications for projects that repower or replace an actively used, engine model year 2009 or older, diesel school bus with an alternative fuel. Eligible alternative fuels and technologies include all-electric, electric hybrid, propane, and natural gas. Government-owned vehicles may be reimbursed up to 50% of the project cost, and non-government owned vehicles may be reimbursed from 25% to 50% of the project cost, depending on the project. Alternative Fuel Vehicle (AFV) and Infrastructure Grants for Public Fleets – Creating Long-term Energy Alternatives Now by Advancing Improvements Regionally (CLEAN AIR)

Under the CLEAN AIR Grants program, the Association of Central Oklahoma Governments (ACOG) issues requests for proposals (RFPs) for alternative fuel and advanced technology vehicle projects in the Oklahoma City Area Regional Transportation Study (OCARTS) area. Projects must provide a reduction in vehicle equipment emissions and cannot increase the number of vehicles in applicant fleets. Eligible projects may also include AFV fueling stations or charging infrastructure. Eligible applicants include OCARTS-member governments, certain public trusts, and public authorities providing essential services to OCARTS-member governments, member entity public transit fleets, and public school fleets whose district boundaries are contained partially or wholly within the OCARTS area. Washington State Department of Commerce is now accepting applications for this competitive grant with up to $10.67 million available. Eligible applicants may partner with any organization type. The Electrification of Transportation Systems (ETS) Grant supports eligible applicants in their respective electrification goals and addresses barriers to infrastructure deployment.
The ETS grant program is designed to promote the continued transformation of the electric transportation market in Washington state. This program provides grants to Washington local governments, Tribal Governments, and retail electric utilities for infrastructure to charge electric vehicles.
Electric Vehicle (EV) Infrastructure and Battery Tax Exemptions

Public lands used for installing, maintaining, and operating EV infrastructure are exempt from leasehold excise taxes until July 1, 2025. Additionally, the state sales and use taxes do not apply to plug-in electric vehicle (PEV) batteries; labor and services for installing, repairing, altering, or improving PEV batteries and EV infrastructure; and the sale of property used for EV infrastructure. Utilities may petition the Washington Utilities and Transportation Commission (UTC) for a rate of return on an EV charger installed for the benefit of ratepayers through December 31, 2030. The UTC may approve an additional 2% to the standard rate of return if the utility installs an EV charger on a fully regulated basis similar to other capital investments behind a customer’s meter, and the expenditures do not increase ratepayer costs more than 0.25%. To be eligible for the incentive, utilities must install EV chargers in locations where vehicles are likely to park longer than two hours. The EV charger must be installed after July 1, 2015, and all claims are subject to an EV charger depreciation schedule. After the equipment has fully depreciated, the utility may gift the EV charger to the owner of the property. The UTC issued a report (PDF) on the use and impacts of the incentive on December 1, 2017.
